A samovar is used to heat water and tea is brewed on top of it. Traditionally heated by hot coals dropped into the center column, modern ones are usually electric. They are also often plain steel instead of this elaborate brass. Not every home has one, but many do, and it is one of the "s"-es of the traditional new year's display. This one is actually in the display window of an American restaurant on Westwood Blvd.; the paper sign above it announces the availability of several kinds of fresh tea, probably not brewed on a samovar.
